Strengthening Public Safety Ahead of C.H.O.G.M.: SPPCS Unveils Major Security Initiatives
The Samoa Police, Prisons, and Corrections Services (SPPCS), in collaboration with key partners and stakeholders, launched three pivotal projects on the evening of Friday, 4th October 2024, at the Taumeasina Island Resort. These projects represent a significant investment in national security and emergency response capabilities, particularly in light of preparations for the upcoming Commonwealth Heads of Government Meeting (C.H.O.G.M.).
The event, attended by government officials, international partners, and members of the public sector, saw the formal introduction of the new Emergency Radio Network (E.R.N.), the deployment of Closed-Circuit Television (C.C.T.V.) systems in critical areas, and the establishment of a state-of-the-art Police Operations Center. These initiatives collectively aim to bolster the responsiveness and readiness of law enforcement agencies, ensuring enhanced public safety for both citizens and international delegates attending the upcoming summit.
In his address, Laulu Angelo Chan Mow, Assistant Chief Executive Officer of the SPPCS Information and Communications Division, highlighted the significance of these developments for Samoa’s security landscape. He detailed findings from a comprehensive review, conducted in partnership with the Australian Federal Police (A.F.P.) and relevant government agencies in September 2022, which revealed vulnerabilities in the existing emergency communication network. The assessment identified outdated systems, unencrypted communications, and a significant portion of non-functional infrastructure, all posing critical risks to national security.
The findings, which underscored the urgency of upgrading the network, were presented to the Cabinet for approval. Consequently, the responsibility for overseeing these crucial upgrades was assigned to SPPCS, with financial backing from A.F.P. and the Government of Australia. A Project Reference Group, chaired by Police Commissioner Auapa’au Logoitino Filipo, was established to provide strategic oversight and ensure the successful implementation of these initiatives.
The key component of the upgrade is the transition to a secure P25 network, widely regarded as a benchmark for public safety communication systems. This enhanced network will serve as the primary communications platform for SPPCS and other government agencies, strengthening the nation’s capacity to manage emergency situations effectively.
In parallel, the new C.C.T.V. system, dubbed the “Safer City” initiative, will see the installation of high-definition cameras in the Central Business District and areas prone to crime. These measures will improve situational awareness, allowing for real-time monitoring and quicker response times, significantly enhancing the safety of both residents and visitors as Samoa prepares to host C.H.O.G.M.
The overall investment in these projects exceeds $14 million, funded through the Samoa-Australia Police Bilateral Program, the Pacific Police and Infrastructure Project, and contributions from the Law Enforcement Cooperation Program. This substantial financial commitment underscores the importance of modernizing Samoa’s public safety infrastructure.
During his remarks, Laulu extended his gratitude to the A.F.P. for their ongoing technical assistance and commended the hard work of the SPPCS ICT team, whose dedication ensured the timely completion of these upgrades.
The Australian High Commissioner to Samoa, Will Robinson, expressed pride in the collaborative efforts between Australia and Samoa. He praised the successful partnership between the SPPCS and the A.F.P., noting the shared commitment to strengthening law enforcement capabilities in Samoa.
Minister of Police and Prisons, Hon. Faualo Harry Schuster, conveyed the government’s sincere appreciation to all parties involved, particularly the Government of Australia, for their steadfast support. He acknowledged the collective efforts that made these initiatives a reality, enhancing the safety and security of the Samoan community and visitors.
