IMPORTANT NOTICE TO THE PUBLIC.

The Samoa Police, Prisons and Correction Services (SPPCS) wishes to inform the general
public that our notice of April 2025 to publicized names of members of the public who
have violated the Road Traffic (Payment of Fines) Act 2009, will be put on hold until we
finalize discussions with our external partners including the Courts.
However, SPPCS wishes to inform the public that commencing June 2025 all applications
for Police Clearance Reports will be checked against the Traffic Offence Notices system.
Therefore, a Police Clearance Report will not be issued until the applicant clears his traffic
fines with the Traffic Offence Unit.
SPPCS is strictly enforcing this Act due to our analysis of our statistics and noting a
continuous increase in the number of members of the public issued with Traffic Offence

Notice for the following;
i. No Driver’s License
ii. Unlicensed Vehicles
iii. Not adhering to seat belt rules and using mobile phones when driving and;
iv Careless Driving

The above infringements are indication of behavior that should not be tolerated as this may
result in the fatal crash incidents and loss of innocent lives. The Road Traffic (Payment of Fines) Act 2009, gives the public an opportunity to pay their
fines without pursuing with Court proceedings. However, it does not prevent drivers who
elects to have the matter determined in Court. SPPCS will work with its partners to
coordinate a full implementation of the law to protect our general public and any
preventable traffic accident.
