Samoa Police Executive receives medal for work in Cyber Safety

Samoa Police, Prisons & Corrections Services Assistant Chief Executive officer (ACEO), Laulu Angelo Chan Mow was recognised by the Australian High Commission in a ceremony held in August 2022 with a medal for his leadership in building a more cyber resilient Samoa.

As the ACEO of the Information Communications & Technology Division with the Samoa’s Police Service, Laulu is the driving force behind Cyber Safety Pasifika (CSP) in Samoa. CSP is an Australian Federal Police (AFP) led program aimed at upskilling police officers in cybercrime investigations, legislation and increasing cyber safety awareness for our communities in the Blue Pacific Region.

With assistance from the AFP led Samoa Australia Police Partnership (SAPP) and the Cyber and Critical tech Co-operation Program (Australia’s cyber capacity building initiative) Laulu actively completed all three tiers for CSP Cyber-crime Investigations Training, achieving an outstanding 98% on his final exam for Tier 3 in Australia – the highest score of his cohort.

He has become the first Pacific Officer to facilitate training on the CSP Tier 2 cybercrime investigations course and has represented CSP at high level meetings across the globe.
“There has been a rapid growth in the usage of e-services and the utilization of social media platforms for communication, commercial & financial reasons in the pacific,” said Laulu. “All this contributes to the development of our economies, but with these opportunities also come with threats of the online world which we need to protect our people from. We appreciate the resources and specialized training provided by Australia, through the Cyber and Critical Tech Cooperation Program, to develop and strengthen our approach in combating cybercrime within the Pacific.”

As cyber threats become increasingly widespread and sophisticated, AFP Mission Commander Daniel Evans reaffirms their commitment through SAPP to supporting the SPPCS by building capacity and resilience against these threats. “Cybercrime is a transnational threat which is experienced by every country. We need to work together as a law enforcement community to not only enhance our investigation capacity within the police but raise awareness within the community. Cyber Safety Pasifika is the program which achieves both aspects across the pacific”. Said Mission Commander Evans.
