ADVERTISEMENTS: REQUEST FOR GPS SYSTEM QUOTATIONS

    • The Ministry of Police, Prisons & Corrections (‘MPPC’) requires a comprehensive GPS Vehicle Tracking System and Managed Services solution for monitoring and managing its fleet nationwide.

      The GPS tracking system will support operational efficiency, enhance fleet oversight, monitor vehicle usage, detect over-speeding and prevent misuse of Government assets while strengthening command visibility and operational response.

      1. Scope of Works/Service

      The Contractor shall provide a fully managed GPS tracking solution covering all SPCS fleet nationwide, including Police, Prisons and Corrections vehicles.

      The services shall include, but not be limited to:

      • Supply of GPS tracking devices
      • Installation of devices into vehicles
      • Provision of web-based and mobile tracking platform
      • SIM cards / connectivity and data services
      • System configuration and setup
      • Preventive maintenance and technical support
      • User training for SPCS personnel
      • Ongoing system monitoring and support services

      The total annual cost shall not exceed SAT $50,000.

      2. Service Model

      Bidders may propose either of the following models:

      Option A – Device Ownership Model

      • One-off cost for supply and installation of devices
      • Monthly subscription for tracking platform and connectivity

      Option B – Full Subscription Model

      • No upfront device cost
      • Fully managed monthly subscription including devices, platform, data, maintenance and support

      3. Technical Specifications

      The GPS system must provide:

      • Real-time vehicle tracking and monitoring
      • Daily trip logs (start/stop times, routes)
      • Overspeed alerts & driver behavior reporting
      • Offline unit alerts
      • Historical playback of routes
      • Centralized dashboard for all vehicles
      • Secure web and mobile access
      • Reliable customer support

      Purpose: Ensure accurate, reliable, user-friendly functionality for policing and corrections fleet management.

      4. Operational Requirements

      The contractor must:

      • Install/configure GPS devices nationwide in SPCS fleet vehicles
      • Minimize disruption during installation
      • Train nominated staff on system use
      • Maintain uptime and reliability
      • Provide ongoing technical support & maintenance
      • Replace faulty devices promptly

      5. Reporting & Deliverables

      Contractor must deliver:

      • Installation completion report
      • System configuration & access credentials
      • User training sessions + manuals
      • Monthly tracking reports & analytics
      • Maintenance & support records

      6. Contract Duration & Implementation

      • Contract length: 1 year (from signing date)
      • Subject to performance & funding availability
      • Installation must begin promptly after award
      • All vehicles nationwide must be progressively installed and operational within agreed schedule

      7. Payment Terms

      • Payment shall be made on a monthly basis upon receipt of a valid invoice and confirmation of satisfactory service delivery for the month.
      • For proposals that include one-off costs (e.g., device supply and installation), such costs shall be invoiced separately upon successful installation and commissioning, subject to approval by SPPCS.
      • Recurring subscription or managed service fees shall be billed monthly and must remain within the approved annual budget ceiling of SAT $50,000.

      8. Compliance Requirements

      • The Contractor must: • Provide valid Business License • Provide at least two (2) references for similar GPS fleet tracking services • Demonstrate experience in providing GPS tracking solutions for fleet management • Comply with Samoa Health & Safety Act 2002 • Ensure all installations and operations follow best industry practices

      9. Evaluation Criteria

      Quotations will be evaluated based on:

      • Compliance with technical specifications

      • System functionality and reliability

      • Cost effectiveness (within SAT $50,000 annual ceiling)

      • Vendor experience and proven track record

      • Customer support capability and service responsiveness
