Pacific Executive Leadership Program (PELP) – Samoa Represented in Regional Leadership Initiative
The Pacific Executive Leadership Program (PELP) officially commenced its first phase this week at the Australian Institute of Police Management (AIPM) Manly, New South Wales, Australia from 3 to 6 June 2025.
Representing the Samoa Police Prisons & Corrections Services (SPPCS) is Detective Superintendent Aldora Mamaia, a senior officer who possesses extensive knowledge and experience in both operational and strategic policing. Her participation reflects Samoa’s ongoing commitment to policing excellence and regional leadership development, elevates Samoa’s profile in regional policing leadership but also reinforces the shared vision of a safer, more resilient Pacific through collaboration, innovation and unwavering commitment to excellence.
PELP is a flagship strategic leadership initiative of the Pacific Faculty of Policing, a collaborative partnership between the Australian Federal Police (AFP) and the AIPM. The program is tailored for senior policing and public safety executives who are leading operational organizational and cultural reform across the Pacific.
Over the next five months, participants will undertake a multi-phase practice-based leadership development experience designed to strengthen their capacity to lead through complexity influence institutional systems and drive sustainable impact within their agencies and the broader region.
Phase 1 also serves as a platform for cross-jurisdictional engagement encouraging peer collaboration shared insights and the application of advanced leadership frameworks to real-world policing contexts.
A core feature of the program is its emphasis on leadership beyond positional authority, cultivating personal influence strategic clarity and the ability to empower others.
Upon completion of Phase 1, Superintendent Mamaia will return to Samoa to implement a series of co-designed leadership experiments translating new learning into practical meaningful change within SPPCS.
Her involvement in this prestigious initiative highlights SPPCS’s continued investment in professional development regional cooperation and excellence in law enforcement leadership.
